In a small pot, add rice, water, 1 tsp oil and salt.
Bring the mixture to a boil over high heat. Once boiling, reduce the heat to low, cover the saucepan with a lid, and simmer for about 18-20 minutes, or until the rice is tender and the water is absorbed.
Turn off the heat and keep covered for an additional 5 minutes.
In a medium bowl, combine chopped cilantro, lime juice, rice and remaining oil and toss until completely mixed.
